IMAGE initiative — E-Verify

Launched by the U.S. Immigration and Customs Enforcement (ICE) agency on July 26, 2006, IMAGE, which stands for ICE Mutual Agreement Between Government and Employers, is an initiative to help employers build and maintain a “legal workforce.” The goal of the program is to “assist employers in targeted sectors to develop a more secure and stable workforce and to enhance fraudulent document awareness through education and training.”

IMAGE certification process

The original IMAGE program was not very successful and was not utilized by very many employers. ICE reviewed the business community’s concerns reasoning for not utilizing the IMAGE program and determined that there was essentially no incentive for an employer to participate in IMAGE. Therefore, ICE revised the program and rolled out a new IMAGE program in the spring of 2011.

The original IMAGE program required that an employer follow 12 “best practices” in order to become IMAGE certified.  The revamped IMAGE program has only three requirements:

  1. enroll in the E-Verify program within 60 days
  1. establish a written hiring and employment eligibility verification policy that includes internal Form I-9 audits at least once per year
