Over the past several years, OSHA has increased the number of special emphasis programs at the national, regional and area office level. These special emphasis programs target employers in many different industries for wall-to-wall inspections. Also, if an employer has an OSHA inspection as a result of a complaint and if that employer is covered under a special emphasis program, the OSHA inspector can potentially expand the inspection to include a wall-to-wall inspection subjecting the employer to the potential of more citations and higher penalties.
